Gateway Landscape Improvements Bid Document            

                                                         INVITATION TO BID

City of Richmond Hill is accepting sealed bids from experienced Site Contractors for the Construction of the Ford Avenue Property-Phase 2 located on Highway 144 in Richmond Hill, GA.

The work will include all equipment, materials, supplies, labor and all other costs associated with the construction of +/- 2,141 LF of asphalt road including but not limited to curb and gutter, striping, signage, etc. Temporary and permanent drainage including a regional detention pone and outfall will need to be installed per the contract documents to handle storm water runoff from the proposed roadways and associated developments. Installation of a gravity sewer system extension, +/- 2,100 LF of 12" PVC water main including fittings, air release valves, and connection to existing 12" PVC water main.

Bids may be mailed or hand delivered to Richmond Hill City Hall located at 40 Richard R. Davis Drive no later than 10:00 a.m. EST. Friday, September 16, 2016, so they may be included in a formal bid opening at the City Hall. Each response should be marked on the outside of the envelope with: "Sealed Bid: FORD AVENUE PROPERTY PHASE 2, Friday, September 16, 2016."

There is a Pre-Bid conference scheduled for 10:00 a.m. EST, Tuesday, August 30, 2016 at Richmond Hill City Hall.

Bidding documents must be purchased at Clayton Digital Reprographics by accessing and log into DFS Public. New users must register. For Technical Support contact Clayton Digital Reprographics at (912)681-3700. The cost of the Bid package is $150.00 Bidders are cautioned that acquisition of bidding documents through any source other than the office of the Engineer is not advisable. Acquisition of bidding documents from unauthorized sources places the bidder at risk of receiving incomplete or inaccurate information upon which to base their proposal. No partial sets will be issued.

Insurance certificates shall be submitted as a part of the sealed bid, meeting those limits as stated in the bid documents. Bidders shall include a copy of current state contractor and contractor utility license as part of the sealed bid.

City of Richmond Hill reserves the right to waive any informalities, to reject any and all bids, to evaluate bids, to accept portions of any bids and to accept any bid, which in its opinion, may be in the  best interest of the City. Richmond Hill reserves the right to add to or delete from the contract after the contract has been awarded.

A bid bond not less than 5% of the total bid price will be required with your sealed bid. The bid bond may be in the form of a bond submitted by a surety authorized to conduct business in the State of Georgia, or a certified or cashier's check, made out to City of Richmond Hill.

Payment and performance bonding in an amount not less than 100% of the contract award price will be required of the successful bidder within 10 days of the contract award.

No bid will be received or accepted after the above specified date and time of the bid opening. Bids submitted after the designated date and time will be deemed invalid and returned unopened to the bidder.

No bid may be withdrawn within sixty (60) days after the bid opening and all bids shall remain firm during this period.

 Sealed proposals for Harris Trail Well High Pressure Zone owned by The City of Richmond Hill will be received by the Council Chamber located at the Richmond Hill City Hall, Richmond Hill, Georgia until 11:00 AM on Thursday, September 29, 2016 at which time they will be publicly opened. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.  Bid Proposal shall have Utility Contractor License Number written on the outside of the Bid Envelope

The project consists of the following generally described work:

 Installation of approximately 2,100 linear feet of 12” PVC water main to include, 120 linear feet of directional drilling, connection to existing 12” water main, other accessories, and miscellaneous items as required and as shown on the plans to complete a full operational system.

Plans and Specifications are open to inspection or may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 upon payment of $ 100.00 for each set (plus shipping charges as applicable).  Contact Karen Smulski at (912)234–5300 (Fax 912–234–2950).  A copy of your check is required to receive a complete bid set.  The payment is non–refundable.

Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid.  All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability".  Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.  Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond.

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

Funding: This project is funded by the City of Richmond Hill.

A Pre–Bid Conference will be held on Tuesday September 13, 2016 at 10:00 a.m. in the City Hall Council Meeting Room at the City Administration Building located at 40 Richard R. Davis Drive, Richmond Hill, Georgia 31324.  All prospective bidders encouraged to attend.
